Stephens County Release Records
A release record answers what happened to one custody event. It is not the same as a live jail list. The Stephens County Sheriff's Office operates the Stephens County Jail, also called the Stephens County Detention Center. Once a direct release is processed, the person will not normally remain listed as a current detainee. The jail booking and release record then becomes the best local source for the date, time, and reason custody ended. A court file may supply the bond order, disposition, or sentence that caused the release.
The next source depends on the route out. A bond or court-order release ends jail custody while the case may continue. A transfer to the Georgia Department of Corrections ends county custody but does not mean freedom from incarceration. A transfer to another county, federal authority, or immigration custody has the same key distinction. The Stephens County record should document the local handoff, while the receiving agency owns the next status.
Stephens County Release Types
Stephens County Jail may end a custody event for several reasons. The sheriff does not publish a local field dictionary, so the wording on an actual record may differ. Ask for the exact release reason shown in the jail system. “Time served” means the credited jail term has been completed. “Recognizance” generally means release based on a promise to appear rather than cash bond. A detainer is a request from another authority to hold or receive the person.
| Release route | What it means | Where to verify next |
|---|---|---|
| Bond or recognizance | The person leaves jail while the case can remain open. | Jail release record and Magistrate, State, or Superior Court order |
| Time served or sentence complete | The local custody term ends after applicable credit. | Jail record plus sentencing docket |
| Dismissal or court order | A judge or case disposition authorizes release. | Court disposition and jail release entry |
| Transfer to GDC | County custody ends and state prison custody begins. | GDC Offender Search |
| Other-agency transfer | Another county, federal agency, or ICE receives custody. | Jail transfer record and receiving agency |
| Probation or parole | Custody ends with community supervision when ordered. | Court, Parole Board, and Georgia DCS |
A death or another administrative closure may also end a custody record. Do not infer the reason from the date alone. A narrow written request gives the records clerk enough detail to locate the right booking and state the event as recorded.
Stephens County Release Record Fields
The Stephens County open-records form asks for requester details, a case number when known, the type of information, and a specific description. It does not display a sample jail release report. Request the fields needed to distinguish the person, booking, and exit. This keeps the search focused and helps avoid charges for broad research.
| Field to request | What it can show |
|---|---|
| Full name, alias, date of birth | Which person the record concerns, if the identifier is lawfully available |
| Booking or case number | The exact custody event and linked court matter |
| Booking date, time, and agency | When custody began and which agency made the arrest |
| Charges, bond, and holds | The booking allegations and any recorded barrier to release |
| Release date and time | When Stephens County custody ended |
| Release reason or type | Bond, court order, sentence completion, transfer, or other recorded basis |
| Transfer destination | Which agency received the person when release meant a handoff |
| Releasing facility | The jail or institution that closed its custody event |
Property or money status may be part of a separate jail record. A booking photograph may also be requested if it is lawfully available, though Georgia law limits some releases of booking photos. The key certified facts should come from the office that created them.
Request Stephens County Release Records
The Stephens County Sheriff's Office open-records page is the official route for a county jail booking and release record. Requests go to Cristi Simmons, Records Clerk, at 70 N. Alexander Street, Suite 205, Toccoa, GA 30577, or through the published form. The records line is (706) 898-5848. State exactly which booking is involved and which release fields are needed.
- Identify the full name, approximate booking date, and case number if known.
- Ask for the booking and release or discharge record, including the release date, time, reason, and transfer destination.
- Include bond or hold information only if needed and reflected in the jail record.
- Submit the focused request in writing, by the listed email route, or through the official form.
- Ask for the legal basis if any requested part is withheld.
The sheriff cites O.C.G.A. 50-18-71. The first 15 minutes of research are free. Later research may be billed at the hourly rate of the lowest-paid employee able to do the work, and paper copies cost $0.10 per page. The office asks requesters to allow at least three business days for research. A precise request can reduce both time and cost.
Stephens County Release Access Laws
The Georgia Open Records Act, O.C.G.A. 50-18-70 through 50-18-74, controls access to existing public agency records. O.C.G.A. 50-18-71 supplies the response and fee framework used by the sheriff. It calls for records to be produced within a reasonable time, generally no more than three business days when the records exist and are available. That period may be used to identify responsive records, costs, or lawful exemptions rather than to promise instant delivery.
Record restriction is different from deletion. Under O.C.G.A. 35-3-37, eligible criminal-history information may be restricted in defined cases. Georgia's First Offender Act can also change how a disposition appears after successful completion. A restricted, sealed, or first-offender matter may show less in a public system, while an agency may still retain records with limited access. Ask the clerk or records custodian what public entry remains.
Stephens County Booking Volume
The county's HB 1105 quarterly reports page gives useful jail turnover context. Official report search snippets identify 371 booked inmates in the first quarter of 2026, 334 in the fourth quarter of 2025, and 374 in the second quarter of 2025. O.C.G.A. 42-4-16 requires total booking counts and immigration-related reporting categories in these quarterly reports.
These are booking counts, not release counts. They do not name people, prove that anyone was released, or supply a recent-release list. Their value is narrow: the figures show the scale of new county jail entries in each report period while the person-level release route remains the sheriff's records process.
Property After Stephens County Release
The official county sheriff page states that the sheriff manages inmate property and money as part of jail administration. That makes the jail the first contact for belongings, stored funds, or an unresolved account after release. The research found no public Stephens County policy for release-door hours, property pickup times, or weekend pickup. Those details should be confirmed with the jail at (706) 886-2514.
A property issue and a record error may require different staff. Ask jail operations about the physical item or inmate funds. Ask the records unit about an incorrect booking or release field. If the disputed fact came from a bond, sentence, or disposition order, the court clerk may need to confirm or correct the source order before another agency can update its record.
Stephens County Bond Releases
A bond release is not the end of a criminal case. It means the person has left jail under the bond or recognizance terms while court proceedings may continue. Stephens County State Court has county-wide misdemeanor and traffic jurisdiction and handles certain warrant and preliminary-hearing functions. Magistrate Court is also a key local source for warrants, first-stage hearings, and bond context. Felony matters move through Superior Court.
Confirm both sides of the event. The sheriff's release record can state when jail custody ended and may reflect the bond basis. The bond or court order explains the legal authority and the next court obligations. If one source lacks enough detail, request the jail release entry and then ask the right court for the bond order, docket sheet, and later disposition. A person can be released and still have a pending case.
Find Stephens County Released Inmates
No official Stephens County, Georgia, current roster with retained releases, 24-hour release list, or 72-hour release list was confirmed. Do not substitute sources for Stephens County in Oklahoma or Texas. For a named person, use an ownership test: determine which agency last controlled custody, then search that agency's record system.
- For a direct Stephens County Jail release, call the jail and submit a focused sheriff records request.
- For a possible state-prison transfer, search the Georgia Department of Corrections by name, ID, or case number.
- For parole or felony probation, check the Parole Board tools and Georgia Department of Community Supervision.
- For bond, dismissal, sentence, or probation orders, contact the Stephens County court clerk.
- For federal prison or immigration custody, switch to BOP or ICE rather than a Georgia jail system.
The 24-Hour Release List explains the same-day fallback when no county feed exists. For a future state release, use the Projected Release Date path. VINELink can help with custody-change alerts, but it is not a certified historical jail release record.
Georgia Search for Stephens Releases
The Georgia Department of Corrections Find an Offender page leads to the state system for adult offenders. Use it when a Stephens County defendant may have transferred to state prison. GDC says the tool can provide charges, facility location, and release-date information. It also warns that a photo displays automatically when available.
The direct GDC Offender Query accepts identifying data such as name, GDC ID, case number, age, or descriptive fields. Start with a unique ID if known. Compare a name match with age, offense, case, and facility. A current GDC facility means state custody, not Stephens County Jail custody. A release or projected date can change and should be checked against GDC and Parole Board records.
The official query screen shows why the state search belongs only to state cases.
The form is a strong follow-up after transfer, but it cannot prove a county-jail-only release. GDC directs written verification to Inmate Records and Information, PO Box 1529, Forsyth, GA 31029.
Stephens County Release Court Records
Court records explain the legal result behind a jail exit. The GSCCCA Stephens County clerk profile states that State, Superior, and Magistrate records are not available to view online. Most court records may instead be viewed through the clerk's office at 70 North Alexander Street, Room 202, Toccoa. The office lists weekday hours from 8:00 a.m. to 5:00 p.m. and phone (706) 886-9496.
Route the request by case type. Superior Court handles felonies. State Court handles misdemeanors and traffic matters, while Magistrate Court supplies warrant, bond, and preliminary-hearing context. Ask for the docket, bond order, final disposition, sentencing order, probation order, and any discharge or sentence-completion entry that answers the question.
The clerk profile makes the office-based access rule plain.
This local limitation matters. A statewide court portal may redirect to an account-based provider, but it should not be presented as a free Stephens County criminal docket.
Stephens Release Status Sources
One system cannot answer every release question. Use the record owner shown below, especially when a transfer has moved the person beyond Stephens County.
| Question | Best source | Key limit |
|---|---|---|
| Still in Stephens County Jail? | Jail line and VINELink if a record appears | A live status is not a historical release record |
| Released from county jail? | Sheriff booking/release record | No official online recent-release feed was found |
| Transferred to state prison? | GDC Offender Search | County release may mean transfer, not freedom |
| On parole or felony probation? | Parolee Search and DCS | Not all released people are supervised |
| Federal prison release? | BOP Inmate Locator | Does not prove a Stephens County jail release |
| In ICE custody? | ICE Online Detainee Locator | Current immigration custody is a separate event |
- Parole
- Conditional release from prison under Board authority and community supervision.
- Probation
- A court-ordered community sentence that may follow or replace custody.
- Discharge

Stephens County Post-Release Checks
After a state-prison release, the Georgia Parolee Search can identify people under parole supervision by first name, last name, and race. The Georgia Department of Community Supervision handles parolees, felony probationers, and split sentences in the community. Its Toccoa Field Office serves Stephens County. A Tentative Parole Month, or TPM, is not a release. It is a review month that can be postponed or cancelled.
Georgia VINELink is useful before release when a matching custody record permits an alert. Search the person, compare the facility and identifiers, then register for an offered phone, email, or text notice. If the record vanishes after release, obtain sheriff, court, or GDC proof instead. For more detail, use the VINELink Check or Parole & Probation page.
Stephens County Transfer Searches
Federal and immigration custody use separate systems. The BOP Inmate Locator covers federal inmates from 1982 forward. BOP says that a past release date with no listed facility means the person was released from BOP custody on that date. That does not rule out federal supervised release or custody elsewhere.
The ICE Online Detainee Locator searches current immigration custody. It accepts identity details or an A-number through the routes described by USAGov. When Stephens County releases a person to ICE, the sheriff record should show the local transfer, while ICE supplies the later custody status. No official source reviewed identifies Stephens County Jail as a U.S. Marshals contract facility, so a federal handoff must be verified rather than assumed.
Stephens County Release Facility
The county has one locally identified detention facility: Stephens County Jail / Stephens County Detention Center, 1677 Scenic Drive, Toccoa, GA 30577. The sheriff's published jail line is (706) 886-2514. GDC also lists the site as a county jail, though its directory shows a different phone with transposed digits. Local operations questions should begin with the sheriff's number.
The detention center has a documented local construction history. G&A Civil Engineering's project page says construction was completed in 2008 and describes site, utility, grading, drainage, and erosion-control work. The sheriff's training page says a training center opened in 2018 in the same Scenic Drive area. These facts identify the local jail campus, but they do not change the release route: jail records confirm a direct exit, and the receiving system confirms a transfer.
